The U.S. Food and Drug Administration has authorized three additional products from JUUL Labs through the agency's premarket tobacco product application pathway.
The authorization covers a JUUL2 device along with tobacco-flavored and menthol-flavored JUUL2 pods. The decision adds another chapter to the regulatory history of JUUL, a brand that has spent years developing its products around two competing priorities: providing an alternative to combustible cigarettes while limiting access among young people and people who do not already use tobacco or nicotine products.
The FDA's review focused heavily on those population-level considerations.
According to the agency, data submitted with the application showed that a portion of adults who smoke cigarettes completely switched to the authorized JUUL2 products during the study period. The reported switching rates were higher for the menthol pod than the tobacco pod at six weeks.
The FDA also found that people who completely switched away from combustible cigarettes were exposed to lower levels of certain harmful chemicals than they would have experienced by continuing to smoke.
That doesn't mean the products are risk-free. The FDA specifically evaluates both potential benefits and risks when deciding whether a new tobacco product can be marketed.
So what exactly is different about JUUL2?

JUUL2 was developed as an evolution of the original JUUL system rather than simply a cosmetic redesign.

Tobacco and Menthol Options
The newly authorized JUUL2 lineup includes two flavor categories: tobacco and menthol. The tobacco option provides a more traditional flavor profile, while menthol offers a cooling alternative.
According to the FDA, the agency's review found evidence of complete cigarette switching among participants using both products, with the reported rate of complete switching higher among those using the menthol-flavored pod during the six-week period studied.
The FDA also considered potential youth appeal associated with menthol when weighing the product's risks and benefits.
The agency ultimately determined that the potential benefit to adults who smoke was sufficient to outweigh those risks for the authorized product.

Nicotine Strength Is Also Different
The newly authorized pods contain 18 mg/mL of nicotine. That is equivalent to approximately 1.5% to 1.6% nicotine concentration.
The strength is notable because JUUL's previously authorized U.S. products included tobacco and menthol pods in 3% and 5% nicotine concentrations.
The different strengths illustrate why consumers should pay attention to the actual nicotine concentration listed for a particular product rather than assuming all JUUL pods deliver the same amount.

Age Verification and Device Locking
JUUL2 also incorporates technology intended to support age verification.
The connected platform can be used for age-verification functions, including the ability to lock the device. That creates another layer of separation between the hardware and unauthorized users.
The company says its mobile and web-based tools can also provide real-time product information and usage insights to age-verified consumers.
Privacy is another consideration with connected consumer products, and JUUL has emphasized data privacy protections as part of the platform's design.
What the FDA Authorization Actually Means
The FDA's authorization does not mean JUUL2 is considered harmless.
The agency's tobacco-product review is based on whether the evidence supports marketing a product as appropriate for the protection of public health, considering both potential benefits and risks to the population.
That distinction is important.
The FDA's announcement specifically highlighted evidence involving adults who smoke and completely switched from combustible cigarettes. It also emphasized that complete switching is important because continuing to smoke while also using e-cigarettes does not provide the same potential health benefit as completely replacing combustible cigarettes.
The authorization therefore shouldn't be interpreted as a general endorsement of vaping or nicotine use.
