While flavored tobacco use did decrease, the study found that cigarette smoking increased, which curbed the intention of vaping products to promote harm reduction for individuals and communities seeking alternative nicotine products. Vaping products were also easy to obtain in San Francisco despite the comprehensive ban, according to the study. The ease of access to vaping products despite a ban can be replicated in many other industries. The liquor industry is an example of a highly regulated industry that also can be easily accessed despite varying levels of bans in certain jurisdictions.
